"There is, then, a very important paradox to be understood here: The goal of investments in educational capacity building is always to increase student learning, but the effectiveness of the investment can not be assessed by measures of student achievement. The failure to understand this reality is not only a technical flaw in the system but actually creates a major obstacle to all existing efforts to improve the functioning of the educational system....we are seeking a rigorous way to evaluate appropriate outcomes. We are looking for a scientific way to assess the degree to which and the ways in which educational investments are, in fact, leading to increased system capacities for continued program improvement."
